Ability effects: mark, heal

Will have to think deeper about how healing would work on all abilities, especially since we want self-heal to be an option; will it simply not be one on some abilities, party-gating the functionality? Or just natural regen?

And for mark, the question is how it integrates with AOE without becoming OP. Lesser multiplier, but how to make it legible to the user / UX?
